Try these steps should work.
1)Create new keychain make it default keychain

cd ~/Library/Keychains/
rm -rf *

3)Restart computer
4)If it prompts to login keychain try to merge the new chain you created in login keychain

The local items keychain seems to corrupt and you need to clear the keychain from the terminal. Open Finder, and select Go. From there goto the utilities and locate the terminal and open it. Type in the command, cd ~/Library/Keychains and enter. After that type Is and press enter once again, Here you will see a long list of random numbers. Now type in rm -rf and write the start of the numbers and the rest of the numbers will appear automatically. Now press enter and thats it. If you have more than one folder, just repeat the step again.
